Job Description

WHO MAY APPLY: This position is open to all qualified career service King County employees and TEA TLTs with a minimum of one year with WTD per Article 15.3 of the TEA contract.

JOB SUMMARY: Under the general supervision of the King County Department of Natural Resources, Wastewater Treatment Division, Environmental Services Unit Supervisor, this position will be responsible for overseeing and performing tasks associated with King County's Regional Wastewater Services Plan and other Wastewater Treatment Division (WTD) major capital improvement projects (MCIP). This position is a senior level position and will work independently conducting State Environmental Policy Act (SEPA) review, cultural resources evaluations, and Endangered Species Act (ESA) evaluations for MCIP's. The position will also be responsible for obtaining approvals and environmental permits including Corps of Engineers Section 10/404, Hydraulic Project Approvals, and Shoreline Substantial Development permits as required. The incumbent will serve independently on project teams as the environmental regulatory expert and duties will include working with internal King County staff as well as outside stakeholders to provide input to the development of project and program strategies, timelines, and budgets.

WORK ENVIRONMENT: Work is performed in both an office environment and in the field at wastewater treatment facilities of various types throughout King County. 

WORK SCHEDULE: This full-time, career service position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

Job Duties

Examples of Key Responsibilities:

  • Participate as a senior environmental team member for complex capital projects and programs; develop strategies for all aspects of environmental reviews and permitting and provide strategic recommendations to project managers as issues arise.
  • Represent the division and serve as the technical liaison on other projects, planning and technical resource teams, other jurisdictions and/or the public.
  • Point of contact for jurisdictional agencies and internal WTD staff for questions on permitting and regulatory issues.
  • Conduct site visits, as necessary, to determine potential SEPA, ESA, Cultural Resources, and permitting requirements

The ideal candidate should have:

  • A bachelor's degree in environmental sciences, planning, closely related field and a minimum of five years of increasingly responsible relevant experience leading development of SEPA and/or NEPA documents and conducting cultural resources and ESA evaluations for complex public and/or private infrastructure projects. OR an equivalent combination of education and experience which provide the necessary knowledge, skills, and abilities to perform the duties described in this job announcement.
  • Experience in versight and direct preparation of environmental permit applications including USACE Section 10/404, Hydraulic Project Approvals, and Shoreline Substantial Development permits.
  • Experience representing complex projects to staff at various federal, state, and local regulatory or permitting agencies.
  • Experience working on large multidisciplinary teams providing guidance on environmental issues to ensure project progresses according to schedule.
  • Experience working on, and evaluating project mitigation requirements as outlined in the Corps of Engineers/Department of Ecology latest publication on Wetland Mitigation in Washington State.
  • Experience reviewing design drawings at all stages of review, including 30%, 60%, and 90%, to determine if information is sufficient for acceptance of various environmental applications, including Joint Aquatic Resources Permit Applications (JARPA).
  • Experience evaluating consultant-generated environmental mitigation plans to determine if it meets agency standards/guidelines.
  • Excellent oral (including negotiations) and written communication skills.
  • Good analytical skills to evaluate technical concepts, research a topic, and communicate the issues to the public and other agencies.
  • Ability to accurately scope out length and difficulty of tasks and projects.
  • Ability to handle multiple tasks and projects simultaneously to meet various deadlines.
  • Must be familiar working with and interpreting project schedules using MS Project.
  • Working knowledge of contracting and bid specifications procedures.
  • Knowledge of sustainable development strategies and ability to support their implementation on capital projects and programs.
  • Willingness and ability to support equity and social justice efforts on WTD projects and programs. 

The most competitive candidates will possess:

  • Ability to use software that supports the delivery of a work product, including Excel, Word, SharePoint, PRISM, Outlook, PowerPoint and databases.
  • Experience in public works construction projects, the ability to identify and evaluate construction and operational issues that could impact the environment and identify solutions or alternatives
  • Knowledge of wastewater conveyance and treatment systems.
  • Knowledge of PMI principles.
  • Ability to apply Lean concepts to establish work processes.
  • ENVISION Sustainability Profession accreditation.
  • Certified Erosion and Sediment Control Lead with field experience.

LICENSE / CERTIFICATION:
A Valid Washington State Driver's License
