The Portland Water Bureau (PWB) Safety Division, is recruiting for a Risk Specialist. PWB is seeking to enhance its efforts in the areas of employee safety, risk management, and training. As a critical contributor towards this bureau objective, the Risk Specialist is responsible for supporting PWB in the administration of comprehensive bureau-wide risk management, loss control, and training programs. This position: Coordinates bureau general liability claims and records retention requests with PWB staff, City Risk, and the City Attorney; coordinates the bureau's workers' compensation program; conducts safety and training analysis, prepares reports of findings and makes recommendations; maintains training records and assists in the implementation ·of new training records and assists in the implementation of new training records tracking systems; and delivers a variety of safety, risk management and training services for the bureau managers/supervisors, and employees.

The Risk Specialist will lead and participate in safety, risk and training meetings, work groups, and cross-functional teams. And the Risk Specialist will also analyze a wide range of safety, loss, claims, workers' compensation, training, and other relevant data to examine and report trends in order to inform bureau managers, as well as assist them in the development of plans for avoiding unnecessary risks, mitigation loss, and/or transferring risks. And other duties as assigned. The Risk Specialist is expected to carry out individual responsibilities with initiative and collaboration, and exercise sound professional judgment and excellent communication skills. The incumbent will need to function effectively across all levels of the PWB organization, utilize expert judgment in a wide variety of circumstances, be able to handle confidential information, advise employees and supervisors/managers with fact-based information and recommendations as well as tact and diplomacy, and play a key role in streamlining bureau processes, analyzing data, and improving systems. Although this position's initial primary location will be the Maintenance and Construction building on North Interstate, the incumbent must also be able to work at the other primary PWB work location, the downtown Portland office.

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge and experience with the methods and practices for conducting risk management, accident and work place safety audits and investigations. 
  2. Knowledge and experience with the practices and methods for developing and administering a comprehensive risk management and occupational health and safety program. 
  3. Knowledge and experience evaluating programs and making sound recommendations for improvement. 
  4. Ability to understand and apply complex federal, state, and local requirements regarding environmental health and safety.
  5. Ability to operate a computer and standard word processing and spreadsheet software.
