Job Description

Shell is looking for an Environmental Advisor to provide overall environmental technical assurance, and educational resources needed to support a specific set of US Distribution Terminals in Southern California. The role works with T&S Line Management in the implementation and sustainability of the agreed upon environmental compliance and Social Performance (SP) targets, and associated environmental plans. 

Area of responsibility equates to assigned assets in a specific geographic area (typically 4-6 terminals or equivalent). The Environmental Advisor is expected to interface closely and align activities with internal and external stakeholders associated with assigned assets. This role is the focal point for review and compliance of environmental regulatory and operational performance at a field level. Performance standards include but are not limited to: air/water/wildlife/waste permitting, regulatory agency interface, waste compliance, incident investigation, compliance reporting, environmental plans, and record keeping. 


Compliance – Internal & External

  • Provide guidance regarding interpretation of Environmental requirements for Assigned Operational Assets and assist Operations with compliance
  • Assist Operations with acquiring necessary permits and maintaining/assuring operating permits are in compliance and kept up to date
  • Coordinate with Operations and help ensure that all environmental regulatory plans are kept up to date and in compliance with regulatory requirements.
  • Continually assess and improve existing procedures to ensure that each is “fit for purpose” and are LEAN in its approach (however, staying aligned with other S&D NA colleagues)
  • Partner with Operations on daily environmental challenges (project work, contractors, etc.) to achieve As Low As Reasonably Possible (ALARP) solution


Assurance

  • Assist with Facility Self Assessments (Environmental)
  • Assist with Layer Of Defense (LOD1) program where appropriate
  • Perform “spot checks” of permit compliance (inspections), MOCs, etc. to assure understanding of risk identification, environmental procedures, etc.


Data Tracking – FIM & Fountain Assurance

  • Ensure that all environmental incidents, near misses, non-compliance's, etc. are entered into FIM; ensure that all audit findings are entered and tracked in FAM (Fountain Assurance), assist with entry or ensure that items are entered, Coordinate efforts with H&S Advisor as primary HSSE lead regarding incidents


Barrier Management

  • Ensure that environmental is considered and included in terminal Hazard and Effect Management Process (HEMP).
  • Provide assistance for HEMP reviews and relevant incident investigations.


Emergency Response Planning

  • Ensure that all required exercises and/or drills that impact environmental are conducted per the required frequency and are appropriated documented (security drills/exercises, fire drills, spill response/emergency response exercises, marine spill response exercises, etc.)
  • Ensure all types of prevention/response plans are reviewed


Training

  • Ensure that Environmental training courses are reviewed annually and kept up to date
  • Ensure that “Instructor Led Training” (ILT) is planned and scheduled for the calendar year to ensure deliverability to impacted groups
  • Ensure that Operational Assets understand the Control Framework (procedures that comply with the CF) through safety meeting opportunities, etc.


Environmental Compliance

  • Ensure Environmental Compliance for assigned Operational Asset
  • Ensure non-compliance's are properly investigated and solutions are put into place to eliminate future non-compliances
