The Oregon Department of Environmental Quality Headquarters located in Portland, OR currently has a Full-Time opportunity in our Community and Program Assistance section for a Senior Water Quality Permit Compliance Analyst to join an innovative team, and work to advance our agency mission to protect and improve Oregon's environment.
The Community and Program Assistance section provides overall leadership and program guidance for the state's, clean water state revolving fund loan program, NPDES water quality compliance and reporting. This includes policy, administrative rule and guidance development and interpretation; training development and delivery; consulting with regional staff on issues and appropriate application of agency rules and guidance; and tracking national and state trends on program issues and developing appropriate agency responses and plans.
What will you do?
This position is responsible for leading the implementation of the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting program, working with statewide staff and stakeholders to assure federal and state water quality permitting regulations are met and developing process, procedures and program requirements; providing advice and guidance on state and federal regulations and policies; evaluating and interpreting controversial or complex problems with program implementation and managing the resolution of these problems; coordinating program team leadership for complex projects; and responding to complex technical and policy questions from internal staff, the public, and stakeholders related to program development and implementation. The employee provides recommendations to the Program Manager for integrating water quality improvement project issues associated with funding aspects by working with DEQ Operations and Environmental Solutions regional staff.

Most work conducted in an office environment that requires extensive daily use of a personal computer. Periodic travel in-state and out-of-state that requires a valid driver's license for meetings and conferences to conduct public meetings and hearings, present program information, provide guidance, obtain training, consult with DEQ program staff and other agencies. Must be available to participate in public meetings to present DEQ's view on program issues and requirements. Some facility and project visits may be necessary in coordination with regional staff.

MINIMUM QUALIFICATIONS - To be considered a qualified applicant you must meet the following criteria:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to business or public administration, behavioral or social sciences, or a related degree; AND four (4) years experience coordinating or administering a government-regulated program.
Any combination of experience or education equivalent to seven (7) years of experience coordinating or administering a government-regulated program
