SPU has an opening for a Waste Diversion Lead (Senior Planning & Development Specialist) in the Solid Waste Planning & Program Management Division. This position will lead program planning, implementation and evaluation for essential waste prevention and diversion programs, including focus on construction waste recycling, self-haul recovery, recycling requirements across all sectors, and overall diversion performance. The Senior Planning & Development Specialist will report to the Solid Waste Contracts Manager and will play an essential role in shaping and advancing future of waste diversion.

Job Responsibilities

Recycling and Prevention Programs – Lead the design and deliver diversion efforts for construction material salvage and recycling, organics capture and processing, self-haul customer recycling, and other programs. Coordinate enforcement efforts for City recycling requirements.

Program Planning – Lead or coordinate the design and delivery of City recycling and composting diversion efforts, in partnership with other SPU divisions and service contractors.The position will lead or coordinate strategic planning, complex analysis, feasibility studies, customer equity review, project plans, implementation schedules, performance outcomes and resource spending.

Project delivery - Coordinate project outreach and service delivery. Procure and manage consultant contracts. Track spending and outcomes.

Program Leadership – Coordinate and monitor efforts of internal and external delivery staff. Represent the department programs and plans for elected officials, agencies, other municipalities or the public.  Close coordination with other jurisdictions on the development and implementation of SPU programs, such as regional construction salvage and recycling.

Rulemaking and Ordinance Development:  Develop administrative rules and ordinances related to solid waste programs as needed.

Minimum Qualifications:  

  • Requires three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development activities; and a baccalaureate degree in planning, urban design, environmental studies, public administration or related field (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class).
  • Current and valid Washington State Driver's License (at the time of employment).

  • Have a record of strategic vision, analytic skills and customer awareness to plan and deliver effective and equitable diversion programs. This individual will also possess strong project management skills to initiate, manage and monitor delivery within strict deadlines.
  • Have experience with recycling, conservation behavior change, solid waste management and policies, and service equity is preferred.
