Job Description


There is one permanent, full time position available in the Partnership and Planning Program of the Oregon Department of Forestry located in Salem. This announcement will be used to establish a list of qualified candidates for this position and may be used to fill future vacancies as they occur. 

The primary purpose of this position is to coordinate and support land use and land use change work in conjunction with FIA, state and other partners. This position develops, maintains, and furthers existing data, research, and analyses. The incumbent will use ArcMap GIS and digital imagery to update and analyze land use and related data; develop plot and polygon data; interface with department, federal, and other agency stakeholders (DLCD, ODA, ODFW, DEQ) in report development and updating; query and combine OR and WA land use databases for analysis and reporting; update documentation related to reporting elements and direct forests, farms, and people data collection and report development. This position also provides analysis of spatial data relevant to projects and needs of the Department and stakeholders. This position identifies, acquires, develops and maintains data, spatial layers, ACCESS databases of ownership, land use and other data relevant to ODF and stakeholders. This position supports and or leads land use and natural resource research relevant to ODF, partner, and stakeholders. This incumbent represents ODF and present research results in meeting with PNW-FIA, state partners, and stakeholders.

Duties & Responsibilities

Major duties include but are not limited to: 

  • Coordinate and support spatial work in conjunction with FIA and state partners and prepares associated land use reports and documents.  Interface with department, federal, and other agency stakeholders (DLCD, ODA, ODFW, DEQ) in report development and updating.  Use ArcMap GIS and digital imagery to correct plot and polygon data, combine OR and WA databases for analysis, and document processes.  Use FIA plot data in conjunction with digital databases to address relevant issues as needed.  Interface with FIA and regional USFS Research Station to coordinate and support work relevant to ODF and stakeholders.
  • Support and or lead ODF participation where ODF ARC/INFO GIS data intersects external interests including but not limited to FIA, PNW-LAB, Universities, and other interested parties.  Support ODF interests through development, modeling, interpretation, and authorship of relevant publications as directed. 
  • Communicate and coordinate within ODF programs and field staff to encourage data sharing and information gathering for existing and future spatial/GIS related projects.  Provide input and facilitate discussions within ODF for effectively completing data analysis and management, formulation, and completion of projects and reports to the benefit of the agency.  Present material as necessary or requested.

Because the Department's highest priority work is a forest fire emergency, this position may be utilized during those emergencies to provide assistance in a variety of ways.  That assistance may be directly aiding the emergency effort in the field or at the Salem headquarters.  It also may be in providing backup to fill in for another position that is being used in direct aid to the emergency, or it may be in performing an essential function in some capacity either within this Program or elsewhere in Salem or in the field.


Requires limited physical exertion.  Requires occasional travel within the region.  Required to drive an assigned vehicle, obeying all traffic laws.  Will be required to work occasional irregular and/or long hours associated with meetings, travel, project deadlines, and emergencies as they might arise.  Duties require significant time working at a computer.

Qualifications, Required & Requested Skills



Three years of experience in Natural Resource or related field. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data (including GIS and data management), conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND

A Bachelor's degree in Natural Resource Management, Physical Geography (emphasis in GIS and Remote Sensing), or related field or three additional years of related (pertinent) experience; OR

A Master's degree in Natural Resource Management, Physical Geography (emphasis in GIS and Remote Sensing), or related field will substitute for up to one year of the required experience; OR

A Doctorate degree in Natural Resource Management, Physical Geography (emphasis in GIS and Remote Sensing), or related field will substitute for up to two years of the required experience.

  • Experience using forest inventory and spatial data in analysis of land use and land use change
  • Experience using spatial data in analyzing active natural resource policy questions
  • Experience performing geographic information systems (GIS) analysis and data management
  • Experience summarizing complex data and analysis in written communication
  • Motivated, self-starter
  • Excellent verbal and written communication skills
  • Experience working collaboratively as a member of a team that deals with multiple projects, timelines and objectives.
