Job Description

We are looking for a Sr. Manager, Environmental Programs and Compliance, who will be MCIO’s strategic and tactical lead for developing and deploying industry-leading environmental compliance management processes and continuous improvement programs across our data center footprint.   This will be done in coordination with the MCIO’s environmental sustainability programs and with the teams responsible for the siting, design construction and operation of our facilities.   These initiatives will include 1) new performance standards and procedures; 2) global learning and development activities; 2) compliance assurance tools; and 3) product stewardship and waste management programs associated with the design, construction, deployment, operation and decommissioning of datacenters, in partnership with MCIO’s   

The Sr. Manager, Environment must be an experienced and recognized expert in the management of environmental programs, with a strong emphasis on processes, controls and creating initiatives needed to effectively assure compliance, manage risk/reputation and support improvement.     

The global span and complexity of our activities requires advanced knowledge and technical specialization in environmental management to recognize and control risks.   Some examples of specific processes that this role will be responsible for developing, improving and driving execution of include:      

Air Quality   

Water Quality   

Material Handling and Emergency Planning/Prevention   

Waste Generation and Disposal 

This is a highly influential position reporting to the Sr. Director, Environment Health & Safety.     

The Sr. Manager, Environmental Programs and Compliance will:     

Work with leaders, staff and contractors at all levels and in multiple cultures to implement effective solutions.     

Drive a standardized and harmonized approach across datacenters (construction and operation) to maximize efficiency and effectiveness.     

Present on a regular basis to various leadership teams.     

Interface with local, national and international regulatory agencies and NGOs on Environment issues.   

Interpret global Environment standards and regulatory requirements to assure compliance and aggressive management of risk.   

Establishes risk mitigation goals and develops metrics, dashboards and/or scorecards to track/communicate/drive progress.     

Analyzes leading & lagging metrics and communicates results to leadership to drive action and accountability.   

SKILLS, EXPERIENCE, & QUALIFICATIONS:   The successful candidate will have a strong track record in developing and executing successful environmental protection strategies; tactical improvement plans; compliance assurance programs and in understanding how a company’s environmental performance and reputation intersects with its broader sustainability profile.   S/he will have extensive experience in developing/implementing robust processes and management systems, and in building productive collaborative relationships with internal/external business partners.   Experience controlling Environment risks in large-scale datacenters is preferred but not required.   This position requires someone who is prepared to be very ‘hands on’ in the deployment and execution of programs, but also has the vision and foresight to develop and drive the strategic vision for Environment management.   The successful candidate will be a strong communicator & influencer who is credible, self-assured and highly capable of negotiating successful outcomes with key business leaders.   S/he will have strong technical skills and the ability to explain complex issues and requirements in an easily understood manner.   S/he will apply previous learning and ideas to new situations, projects and teams, developing creative solutions to manage risk.   S/he will demonstrate strong business acumen that includes experience working with leaders at all levels of the organization.   Excellent demonstrated project management skills are required, including the ability to lead teams, produce and maintain timelines, create dashboards and track metrics, and assemble project information into clearly written reports that document findings, actions and progress.   

Basic Qualifications   

Bachelor’s degree in environmental engineering or environmental management or related field.     

10+ years of combined experience in environmental compliance.     

5+ years experience with environmental regulations applicable to datacenter operations (including air permitting, EPCRA reporting, hazardous waste management, storm water management, battery recycling programs, and SPCC implementation) is required. 


Experience outside the U.S. is a plus.   

Experience in developing global environmental strategies, management systems, and policies.   

Ability to identify, develop, and evaluate solutions to complex environmental regulatory issues.   

Strong interpersonal, verbal, and written communication skills, including the ability to communicate effectively with people in a variety of disciplines though all levels of an organization.     E

xperience in a fast-paced, global organization is a plus.   

Balance of ‘hands on’ skill in the deployment and execution of programs with strategic vision for Environment management.   

Experience creating and running programs     

Willingness to grow and step outside of primary comfort areas to meet company objectives. 

Key Responsibilities   

Interact with facility personnel, company management, legal counsel, environmental sustainability team, and other relevant internal stakeholders to communicate environmental requirements, identify compliance issues, act as a technical resource, and coordinate on key initiatives.     

Develop and implement an environmental compliance strategy and system for Microsoft Cloud and Infrastructure Operation (MCIO) team and ensure environmental compliance and favorable perception of Microsoft operations.   

Manage global environmental compliance with applicable environmental regulations (within and outside the U.S.) and Microsoft policies.   

Monitor legislative changes on environmental laws, analyze potential impacts on operations, and provide updates to the team.  

Define and track key performance indicators related to environmental compliance initiatives.   

Assist the site selection team on environmental due diligence for potential sites.     

Define and implement necessary training for facility operations personnel for managing environmental issues.   

Identify, engage, and manage consulting resources to support environmental compliance objectives.   Support facility permitting and reporting activities.   

Interact with agency personnel on major environmental issues.   

Lead and review incident investigations and enforcement activities.     

Partner with audit program to translate program gaps, local facility needs into strategic initiatives and programs     

Represent the Environmental programs to MCIO leadership   

Manage key internal stakeholder partnerships to implement joint projects and provide insight on creative, technical Environmental management systems and solutions   

Manage and develop external strategic relationships with industry trade groups and non-governmental entities regarding environment management   

Effect change by driving appropriate action plans to address issues and underlying risks and ensure continuous improvement   

Demonstrate people and process leadership and management skills   

Raise the knowledge of the MCIO organization through training, communications and continuous professional development.
