Job Description

Duties/Responsibilities

  • Manage assigned Superfund and brownfield sites. Prepare updates for status/tracking meetings.
  • Keep UIS data base up to date for assigned sites. Develop fact sheets, decision documents, COC packages, and other documents as required from the data base. Electronically file documents in DEC's document filing system and keep system up to date for all assigned sites.
  • Serve as liaison to Central Office staff for projects with Central Office lead.
  • Develop/review applications, reports, specifications, design manuals, work plans, proposals, operational data, monitoring reports, compliance documents, and other materials for assigned sites.
  • Participate in brownfield pre-application meetings and eligibility meetings.
  • Review contractor payment packages and manage DEC contractor work under the standby contracts.
  • Conduct inspections, prepare documentation, and implement appropriate follow-up action.
  • Prepare/participate in presentations at public meetings and hearings.
  • Assist supervisors with timely resolution of issues.
  • Coordinate reviews with other involved state agencies and organizations as appropriate. Interface with the regulated community and the public.
  • Prepare legal referrals and testimony for use in adjudicatory proceedings as needed.

Minimum Qualifications Strictly adhered to based on
Civil Service requirementsReassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Transfer eligible under 70.4 - Meet the open competitive minimum qualifications (see below)

55-b/55-c Candidates must meet the open competitive minimum qualifications (see below) and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Engineer Trainee, NS

Minimum qualifications for Provisional appointment to Engineer Trainee, NS:
A bachelor's degree in Environmental Engineering, Environmental Technology, Civil Engineering, Civil Engineering Technology , Chemical Engineering, Geotechnical Engineering, Geological Engineering, Sanitary Engineering, Environmental Design Engineering; Environmental Resources Engineering, Environmental Systems Engineering; Water Resources Engineering or Forestry Engineering.
OR
Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.
If you are applying with proof of successful completion of the FE examination, you must also have one year of engineering experience in sanitary, public health or environmental engineering .
NOTE:
Individuals appointed as an Engineer Trainee are required to complete a minimum of
one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year , you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship , you will be terminated from your position.

The minimum qualifications for the Assistant Engineer (Environmental) to be filled at the Engineer Trainee level are as follows:
A bachelor's degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Geotechnical Engineering, Geological Engineering, Sanitary Engineering, Environmental Design Engineering; Environmental Resources Engineering; Environmental Systems Engineering; Water Resources Engineering or Forestry Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

OR
Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination AND one year of engineering experience in sanitary, public health or environmental engineering.


Assistant Engineer (Environmental), G-20 Minimum Qualifications
Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

AND either:

1) A bachelor's degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Geotechnical Engineering, Geological Engineering, Sanitary Engineering, Environmental Design Engineering; Environmental Resources Engineering; Environmental Systems Engineering; Water Resources Engineering or Forestry Engineering.

OR

2) One year of engineering experience in sanitary, public health or environmental engineering.
