Job Description


LSA’s Southern California Offices are seeking a Senior Greenhouse Gas/Climate Change Specialist. Climate action planning experience and climate change analysis experience is required. Candidates should be able to demonstrate excellent writing, presentation, interpersonal, and time management skills, in addition to an active interest in climate change issues and environmental review.

The successful candidate will manage and prepare climate action planning work including GHG inventories, assist the Group Manager in leading and mentoring staff working on climate action plans and related projects, provide direction to junior staff related to the calculation and analysis of greenhouse gas emissions, and meet with clients to review needs and develop strategies for fulfilling those needs. The successful candidate may be located at any of LSA’s Southern California offices (Irvine, Riverside, or Carlsbad), as well as LSA's Roseville, Point Richmond, or Fresno offices.


Special Skills

Candidates should know climate action plans and their relationships to General Plans, CEQA, and the development review process. Candidates should also have knowledge of specific grants that target climate action planning and sustainability, and have the ability to lead stakeholder meetings and guide groups in constructive discussions concerning projects. Candidates must have the ability to prepare GHG inventories using established protocols. The successful candidate will have at least 3-5 years of experience working with local government with a focus on climate action planning and/or sustainability projects within that jurisdiction. In addition, the following skills are highly desirable:

· Ability to assist the group manager with business development and proposals;

· Ability to assist in the development of new climate action planning tools to use in our practice;

· Ability to assist in drafting climate change protocols for the State of California (or other states);

· Ability to perform greenhouse gas technical analyses in support of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation for various public and private projects; and

· Ability to prepare greenhouse gas sections of complex NEPA and CEQA documents, including but not limited to environmental impact statements/reports, environmental assessments, and mitigated negative declarations is desired.

Education and Experience
A B.S./B.A. or M.S. in Planning, Environmental Science, or similar disciplines; an M.S. or graduate level coursework is preferred. This level may be achieved with a minimum of seven years' experience since Bachelor’s degree, or six years’ experience with Master’s degree; a typical incumbent has eight to 10 years' experience. The ideal experience is in climate action and sustainability planning. General planning experience will be accepted as long as a portion of the experience included a Climate Action Plan (CAP), or sustainability planning. Climate action planning experience and climate change analysis experience is required.
