To explore global career opportunities in ICF’s environment and climate programs, visit DescriptionAs a Senior Air Quality and Climate Change Specialist, you will help to oversee, supervise, and prepare air quality and greenhouse gas emissions inventory and mitigation development, climate action planning, health risk assessments environmental impact analysis, and report preparation for air quality and climate change projects to support ICF’s Environmental Planning practice, with a particular emphasis on Caltrans and FHWA transportation projects.  As a senior air quality specialist, you will also help to provide staff mentorship and training, and peer review for junior-level air quality and climate change staff located in Southern California, in addition to participating in business development to support the advancement of ICF’s Environmental Planning practice.  Experience engaging with clients, people and organizations, as well as a thorough understanding of the current regulatory and technical air quality and climate change environment is essential.  The Senior Air Quality and Climate Change Specialist will coordinate with clients, key regulatory agencies, project engineers, and internal and external technical staff to develop sound and novel approaches and solutions for environmental compliance, environmental documents, and supporting technical analyses.  This position is targeted for an individual who may serve at senior technical specialist or project manager-level, depending on the scope, scale, and complexity of the project and other factors specific to the project, client, and team circumstances. Key Responsibilities

  • Provide technical leadership in air quality planning and compliance, ranging from strategic advice to tactical solutions
  • Oversee and review the work of technical air quality specialists
  • Participate in business development and client management activities
  • Providing training, mentoring, and peer review for junior-level staff
  • Researching and interpreting air quality and climate change legislation and policy
  • Solving quantitative and qualitative problems
  • Interacting with government and commercial clients
  • Supervising and reviewing environmental analyses and report preparation


 Basic Qualifications

  • Bachelor's and/or Advanced Degree in Environmental or other Earth Sciences, Economics, Engineering, Statistics, Mathematics, Computer Science, Atmospheric Science/Meteorology, Chemistry, Physics, or related subjects with a minimum GPA of 3.0
  • 15 to 20 years of experience preparing climate action plans, green house has inventories, air quality and climate change impact analyses pursuant to CEQA/NEPA
  • Extensive experience with transportation projects in California
  • Extensive understanding of Caltrans, FHWA, and EPA environmental practice and requirements
  • Advanced knowledge, understanding and experience with air quality and climate change computer modeling software and methods (EMFAC, CT-EMFAC, CalEEMod, CALINE-4, AERMOD, CAL3QHCR, ISCST3, OFFROAD, MOVES, AP-42)
  • Advanced knowledge, understanding, and experience with state and federal air quality and climate change environmental case law, policy, and regulation (CEQA, NEPA, AB 32, Clean Air Act, General and Transportation Conformity)
  • Computer proficiency
  • Microsoft Office suite (MS Excel experience preferred)
  • Organized, detail oriented
  • Ability to prioritize and multi-task
