The Central Shenandoah Health District is seeking a qualified Environmental Health Specialist, Sr. to interpret and apply environmental health laws, regulations, and policies in order to ensure compliance and reduce risks to the public's health. Primary responsibilities include duties in the onsite sewage disposal system, private well, and rabies program areas. Major job duties include: conducting site and soil evaluations, system design, plan review, and permitting of onsite sewage disposal systems and private wells. Conducting inspections of sewage disposal system installations and private well construction to ensure compliance with regulation. Interpreting water sample test results.. Investigating reported animal exposures and overseeing required confinement/observation periods to protect against rabies. Collecting, preparing, and submitting specimens for rabies testing. Investigating complaints and taking appropriate enforcement action(s) to ensure compliance with regulation(s). Inspecting and permitting migrant labor camps. Providing education and outreach to clients with general environmental health concerns. Working with fellow health district employees to collect, analyze and interpret local data and to be a source of trusted environmental health information for the community. Position requires working outdoors and performing moderately strenuous physical labor during all seasons. Ability to access and walk over undeveloped land parcels, read landscape position and topography, and evaluate soils from open backhoe pits.
Basic knowledge of principles and practices of environmental and public health, onsite soil evaluation and sewage disposal system design and construction, private well development and construction, and water quality. Ability to interpret, apply, and enforce laws and regulations governing environmental health programs. Ability to function as an integral part of a team, analyze information and make appropriate recommendations. Demonstrated ability to communicate effectively both orally and in writing with persons from all backgrounds in a variety of situations, some stressful. Computer competency including, but not limited to, Microsoft Office and CAD related software. Must have a valid Virginia driver's license and have a means of reliable transportation. Applicants not meeting full knowledge and experience requirements may qualify for initial classification as an Environmental Health Specialist (4A); must have or be able to complete training in VDH Soils and obtain DPOR onsite soil evaluator (COSE or AOSE) credentials within 24 months of employment.
DPOR AOSE/COSE license preferred. Bachelor's Degree in environmental health, environmental science, geology, soil science, or related field or equivalent combination of training and work experience with considerable working knowledge of site and soil evaluation and onsite sewage disposal system design. Experience in use of VENIS Lotus Notes program preferred.
