The U.S. EPA Contract Laboratory Program (CLP) is a national network of EPA personnel, commercial laboratories, and support contractors whose mission is to provide data of known an documented quality.  CSRA operates the Sample Management Office, that provides management, operations, and administrative support to the CLP.  This position is a casual, part-time hire (up to 32 hours/week) supporting the analytical data assessment team with the r eview of analytical data received by commercial analytical laboratories.  Required Job Qualifications: 1. Successful completion of 1-3 years of college coursework towards a Bachelor's Degree in Chemistry, Biology, or other science-related degree. OR have received a Bachelor's  Degree in Chemistry, Biology, or other science-related degree with 1 to 2 years of work experience. 2. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Will be engaged in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical and administrative areas. Qualifications: 10+ years of environmental or emergency management program experience, with proven program and/or portfolio management capability and experience. Assists in preparing responses to public comments on sites proposed to the NPL and assists in other rule makings associated with the Hazard Ranking System (HRS). Candidate will plan and prepare comprehensive technical reports, data reports, and other publications.
