Location: Central PA Davey Resource Group is seeking candidates to fill an open Contract Transmission Specialist position within FirstEnergy ‘s(FE) Transmission Vegetation Management’s New Construction Support Group. Who we are: We are a small team of specialists within Transmission Vegetation Management (TVM) cooperatively managing small and large ROW clearing projects alongside internal and external disciplines such as Siting, Survey, ROW Services, Permitting and Engineering. Projects cover the entire footprint of FE’s Transmission system, thus we’re primarily on the road planning capital work, overseeing specialized clearing vendors, and participating in major phases of construction and other planned infrastructure upgrades often through the rehabilitation stage. What you’ll do: Under general supervision you will support Transmission Forestry’s efforts and assist with all aspects of the program. Candidates should be able to independently manage aspects of projects from both office and field throughout the year, overseeing contracted labor and heavy equipment, understanding and interpreting construction documents and permits including NPDES and SWPPP, and maintaining construction schedules and budgets while promoting a culture of safety and accountability. Candidates should expect to manage multiple projects at varying stages of completion at any given time. In this position candidates can expect to learn project management skills while coordinating projects through all phases. Participating in meetings to support project development and Forestry-specific needs. Verifying field conditions including vegetation, access, environmental features, surveyed boundaries, limits of disturbance, and construction features; Communicating with landowners, ROW Services, and contracted land agents. Serving as Forestry’s primary field contact on a project by project basis. Writing Scope of Work documents, awarding work, and checking vendor work for compliance with Best Management Practices (BMP’s) and FE Initial Clearing Specifications. Managing vendor schedules, cost, and progress and promoting healthy business relationships. Assisting vendors to maintain compliance under permit constraints. Documenting work activity, labor, equipment and materials used onsite and approving cost. Leading field reviews of newly cleared ROW with DVM Specialists. Managing communication, electronic filing and controlling documents associated with projects. What you’ll need: Must have a Bachelors of Science or Associate Degree in Forestry or related field experience. Must be or be working towards becoming an ISA Certified Arborist. Preference given to those familiar with or experienced in Transmission utility forestry and / or rights-of-way projects and associated business practices, particularly bidwork, cost planning and control, regulatory compliance and policy matters, and environmental planning and controls. Experience must include a general understanding of the subject matter and an aptitude and willingness to work safely and efficiently outdoors in all terrain and weather conditions. Applicants must be proficient with computers and standard business software such as Word and Excel. Good communication skills are particularly important for both public outreach and daily interaction with your peers including the ability to take direction, lead others, and deliver verbal and written reports on a regular basis.
