The Virginia Department of Environmental Quality, Tidewater Regional Office, seeks a qualified candidate to complete VPDES Permit Inspections (including technical, lab data review, and sampling), conduct complaint investigations, and prepare detailed reports in accordance with the Agency Inspection Strategy and Standard Operating Procedures. This position will inspect municipal and industrial wastewater and industrial stormwater facilities located on the Eastern Shore of Virginia. This position will also conduct compliance inspections at confined animal feeding operations and site investigations for the pollution response program. Inspections are to be done in a timely and proficient manner in order to ascertain compliance/noncompliance of facilities with their permits/certificates as well as state and federal laws, and to provide regulatory and technical assistance to owners and operators of permitted facilities.Minimum QualificationsKnowledge, skills, and abilities in chemistry, biology, and/or environmental sciences; municipal and/or industrial wastewater treatment and stormwater management; knowledge of wastewater and stormwater sampling procedures and analytical methods; knowledge of environment laws and regulations; knowledge of agronomy/soil science/nutrient management, task organization/management and computer skills; interpersonal skills; oral and written communications skills. Education, experience, licensure, and/or certification to demonstrate the equivalent knowledge, skills, and abilities listed above. Valid driver’s license required. The selected candidate must complete or provide certification of previous completion of National Incident Management (NIMS) courses: ICS 100 and IS 700 and must obtain DCR Nutrient Management Certification within 1 year of employment.
