Job Description

North State Resources, Inc. (NSR) is seeking an experienced environmental analyst to join our growing Sacramento office, located in a vibrant midtown setting. This position can be filled at the Environmental Analyst II or Environmental Analyst III level and will have opportunity for continued advancement, including project manager responsibilities. We are looking for motivated, career-oriented people to complement and grow our established practice in the Sacramento area, Sierra Nevada, and central California.

Job Description

  • Conduct background research for a variety of resource topics
  • Write resource sections of CEQA and NEPA documents, such as project descriptions, settings, impact analyses, mitigation measures, and cumulative impacts
  • Coordinate with technical specialists to integrate technical information into CEQA and NEPA documents
  • Write specialist reports to support environmental compliance processes and permitting (e.g., CEQA, NEPA, Caltrans reviews)
  • Prepare scoping or public comment reports and participate in public meetings
  • Compile project details and prepare project descriptions for technical reports, environmental documents, and permit applications
  • Provide recommendations for project design modifications, mitigation measures, and regulatory compliance requirements
  • Compile permit application packages for regulatory permitting (e.g., Clean Water Act Section 401 and 404 authorizations, Streambed Alteration Agreements)
  • Manage tasks for environmental compliance projects, such as transportation, infrastructure, natural resource management and planning
  • Assist with proposal preparation and business development
  • Take initiative, resolve issues, and identify improved procedures to assure client needs are met effectively
  • Work closely with NSR task leads, project managers, program managers, and principals across the company

Qualifications

Required qualifications for this position are:

  • Bachelor's or higher degree in environmental sciences, planning, or a related field
  • At least three (3) years of directly applicable experience preparing environmental documentation
  • Demonstrated experience and working knowledge of CEQA and/or NEPA
  • Familiarity with other environmental statutes and regulations (e.g., federal and state Endangered Species Acts, Clean Water Act, Fish and Game Code, National Historic Preservation Act)
  • Detail oriented
  • Excellent writing, logic, organizational, presentation, and analytical skills

Additional beneficial qualifications include the following:

  • Experience working on federal, state, local, and/or private projects throughout California
  • Diverse project experience, such as for transportation, energy generation and transmission, water resources, and infrastructure projects
  • Knowledge of various local, state and federal agencies' environmental review processes (e.g., Caltrans, CDFW, U.S. Forest Service, Bureau of Reclamation, Bureau of Land Management, National Park Service, U.S. Army Corps of Engineers, Western Area Power Administration, State Water Resources Control Board - State Revolving Fund)
  • Previous experience with public involvement/outreach and meetings
  • Active participation in professional organizations (e.g., Association of Environmental Professionals)
  • Existing relationships with, or willingness to establish relationships with, regulatory agency staff and/or other environmental profes
  • Knowledge or experience with GIS and other analytical tools
