Job Description and Duties
Under the direction of the Senior Environmental Scientist (Supervisory), the Environmental Scientist (ES) provides analytical support and technical consultation services to the various departments within the Department of Toxic Substances Control (DTSC). The Quality Assurance and Technical Support Unit of ECL implements and monitors the quality program of ECL to determine if the guidelines established in the EPA Methods and in the ISO/IEC 17025 and National Environmental Laboratory Accreditation Program (NELAP) documents are being maintained and followed. The unit provides consultation and liaison services, sample management, training, waste management, and laboratory safety and performs data review of various chemical analysis reports on environmental and biological samples analyzed by ECL and DTSC contract laboratories to maintain adherence to quality assurance programs set by the laboratory. Duties include, but are not limited to:
Technical and Scientific Consultant
Reviews technical and scientific documents such as: laboratory analysis, field sampling and analysis, and data quality objectives, Quality Assurance Project Plans, Sampling Analysis Plans, Permits, Risk Assessments, Quarterly Monitoring Reports, Waste Analysis Plans, and Site Investigation Plans that are submitted by DTSC’s programs and provides consultative advice to programs. Assists DTSC’s programs personnel with data interpretation and validation in regards to project needs. Drafts memos outlining findings of document review and participates in meetings to report the findings. Provides guidance to program staff on projects associated with laboratory needs.
Acts as a scientific liaison for laboratory services. Uses scientific expertise and resources within the laboratory to respond to routine questions. Identifies DTSC’s programs personnel needs and concerns and submits them to the Senior Environmental Scientist (Supervisory) and provides scientific information to the appropriate laboratory or program staff. Uses an internal tracking spreadsheet to monitors the progress of sample analysis within the laboratory and provides status updates to programs. Submits final reports to requesters and files all reports. Reviews documents associated with sample receipt, requests, and analysis. Participates in corrective action processes associated with client services.
Environmental Compliance of Waste Management
Coordinates environmental compliance of waste management to the City of Berkeley Certified Unified Program Agencies (CUPA) requirements. Maintains and updates inventory and documents required for compliance. Manages contracts associated with laboratory waste management needs. Works with ECL staff and supervisors along with external experts and regulators regarding proper management and disposal of ECL’s chemical waste. Provides guidance on proper management of laboratory waste.
Laboratory Quality Management System
Assists in drafting and maintaining the documents and records required by the Laboratory Quality Management System. Reviews records and Standard Operating Procedures (SOPs) for effectiveness and efficiency and makes recommendations for improvements. Records comments and complaints from requesters via email or memo and participates in any corrective action processes. Reviews regulatory or compliance documents related to Laboratory Quality Management Systems. Reports findings to Senior Environmental Scientist (Supervisory) and Research Scientist Manager.
Assistance with Lab Safety and Sample Management
Assists the Staff Chemists and other ECL staff when needed with laboratory safety needs, including but not limited to: safety equipment inspections and room inspections and sample management, sample tracking, and evidence storage.
Assists ECL’s Analytical Support sections to conduct sample preparation and analysis activities. Uses standard EPA methodologies and laboratory standard operating procedures (SOPs) to analyze environmental samples submitted by DTSC’s core programs. Follows quality control protocols in the SOPs to ensure defensibility of analytical results.
Performs administrative duties including, but not limited to: adheres to Department policies, rules, and procedures; ensures compliance with appropriate bargaining unit contract; submits administrative requests including leave, overtime, travel, and training in a timely and appropriate manner; accurately reports time in the Daily Log system and submits time sheets by the due date.
