Job Description


The Southwest Florida Water Management District (District), a leader in protecting Florida's water resources, is seeking a leader to manage the operational and fiscal activities of the Land Resources Section. The Land Resources Manager is responsible for the leadership and management of the Land Resources Section within the Operations and Land Management Bureau. This leadership position is responsible for nine direct reports and land acquisition, surplus, partnership agreements, leasing, resource protection and recreation programs.

Essential Functions

  • Plans and develops Section goals within context of District, Division and Bureau goals
  • Plans work for the Section to meet goals
  • Makes decisions regarding staffing needs and assignments
  • Develops procedures to meet work plans
  • Guides setting of individual staff goals
  • Manages and leads staff to accomplish Section goals
  • Communicates with staff and Assistant Bureau Chief individually and in group settings
  • Resolves staff issues, hires, develops, evaluates, and coaches staff
  • Provides guidance and direction to staff
  • Assists with resolution of complex or unusual situations and develops solutions
  • Sets performance expectations and monitors performance
  • Communicates technical and other topics clearly and concisely with internal team, outside agencies, stakeholders, and the general public
  • Prepares and gives formal and informal presentations to various groups including the District Governing Board
  • Prepares, justifies, and manages the Section budget
  • Participates in District emergency management activities



  • Bachelor's degree, or higher, from an accredited college or university
  • Five (5) years of related work experience
  • Equivalent combination of education and experience is accepted
  • Valid driver's license


  • Bachelor's degree from an accredited college or university in Water or Land Resource Sciences or degree related to business or management duties
  • Four (4) years of supervisory experience; including direct management and leadership of staff
  • Right of way experience
  • Real estate agreement experience
  • Processing and computer skills
  • Experience writing internal operating procedures (IOP)

Work Environment

This position is typically scheduled to work 40 hours per week Monday to Friday out of the Brooksville, FL office. 

Employee works in a standard office environment. Occasional travel usually during the workday is required. Performs continuous repetitive tasks (to include keyboarding) with one or both hands. Occasionally lifts and carries objects up to 10 to 30 pounds. Occasionally requires bending and reaching above shoulder level. Possible travel to other offices or into the field. Occasionally required to drive automotive vehicle for 2 hours or more at a time.

Employee may be subject to call-in outside of regularly scheduled work hours, or required to be on call, including on nights, weekends or holidays, to respond to emergency management activities or other incidents requiring rapid response in support of District operations.
