Support the Rail Transportation Programs Administrator in carrying out the necessary functions of grant program administration and project management for federal and state rail grant programs under the purview of the Department. Program Management support will include assisting in performance monitoring efforts for grant programs, maintaining tracking sheets with performance data for Program Managers, providing analysis of data associated with performance of freight and passenger rail projects, including Amtrak state-supported services, and assistance maintaining up-to-date program procedures so information is current for applicants and grantees.
Program and Project provide analysis support for the Rail Team through creating maps utilizing project data, in both Geographic Information Systems and Microsoft Illustrator.
Project Management support will include document management, assistance providing information to consultants and stakeholders, invoice reviews, and providing project administrative support for reporting requirements on funds received by the Department from other state or federal agencies.
Demonstrated ability to review grants, budgets, analyze expenditures and evaluate compliance as they relate to the terms of contract agreements. Demonstrated ability to use MS Excel to track data and provide analysis of data. Experience in working with Geographic Information Systems and MS Illustrator to create maps, map templates, and create data files. Knowledge of fiscal processes, compliance standards, and budgeting practices. Demonstrated ability to communicate effectively both orally and in writing including intermediary situations. Substantial computer aptitude and experience in complex spreadsheet, database and word processing development. Understanding of transportation planning and railway operations.
Bachelor's Degree in planning, engineering, business administration or related experience preferred. Grant management experience preferred or equivalent training and experience. Must possess a valid Virginia Drivers License. Experience in transportation industry preferred.
