This position coordinates all aspects of the Department’s statewide fish hatchery (cold and warm water) operations, as well as directs and manages the statewide hatchery program and special aquaculture-related projects. Plans and coordinates the operation of hatcheries by evaluating existing facilities/staffing, production practices, and production demand. Coordinates production goals for each hatchery making adjustments in production as needed. Designs and implements new projects, and evaluates the success of new plans, programs, and projects. Directs the State’s hatchery system to obtain maximum benefits from resources by developing plans and budgets, adjusting production capacities to meet agency needs. Coordinates and communicates with fisheries management staff to achieve desired outcomes. Acts as a representative and advocate for the hatchery system at the agency’s administrative level. Manages databases containing information related to fish production, fish stocking, and hatchery operations. Acts as the agency’s primary point of contact (internally and externally) on matters related to aquaculture, fish production, and fish stocking.
Extensive knowledge in aquaculture techniques, fish health issues and appropriate treatment strategies, hatchery operations and program management. Considerable knowledge of hatchery facility construction and maintenance requirements and techniques. Knowledge of budget development and management processes. Skilled in the collection and recording of physical, chemical and biological data. Skilled in use of PC and Microsoft Office software, specifically Word, Excel, Access; Demonstrated ability to create reports and manage databases. Ability to communicate effectively orally and in writing. Ability to interpret and analyze complex data, calculate mathematical problems, produce technical reports and communicate technical information to diverse audiences. Ability to develop and monitor budgetary expenditures as well as prepare financial reports. Ability to supervise, train and evaluate hatchery staff. Ability to comprehend, interpret and communicate scientific FDA, EPA, OSHA and DEQ regulations and advise agency management of the requirements, ramifications and implications.
High School Diploma or GED equivalent with extensive experience in hatchery operation and aquatic science.
Advanced degree in aquaculture, fisheries science or closely related field. Extensive experience within a natural resource agency in production aquaculture, preferably as a hatchery manager or coordinator. Demonstrated experience with cold water, warm water and recirculating aquaculture. Experience developing individual or system-wide hatchery plans. Experience in facilities design sufficient to review engineering specifications and oversee projects as a liaison to the contractor or professional services staff. Demonstrated ability to author peer-reviewed publications. Professional certification by The Wildlife Society, the American Fisheries Society or Society of Wetland Scientists is desirable. Must have, or be able to obtain, a valid Virginia driver’s license.
