Job Description

Summary & Responsibilities
Provides technical support to the company's gas transmission construction projects to successfully complete environmental permitting, technical studies, agency negotiations, and NEPA processes.  Analyzes environmental regulatory requirements, environmental impacts and schedules for permitting including local, state and federal environmental regulations.

Responsible for the contracting and management of environmental professionals certified to conduct environmental studies and analyses. Conducts environmental (land, water, waste and air) analysis to permit projects to meet regulatory requirements.  Develops and implements permitting and compliance plans and schedules to secure environmental permits and authorizations and ensure compliance for construction of natural gas pipeline and compressor facilities.  

Coordinates and communicates with management on a regular basis regarding environmental permitting and compliance issues.  Develops and maintains schedules for all environmental activities associated with the project and tracks to meet deadlines and compliance requirements.  Negotiates permitting and compliance issues on behalf of the company with local, state and federal regulators to achieve favorable outcomes.  

Develops and conducts environmental compliance training.  Utilizes electronic databases to analyze and monitor company compliance with permits and regulatory requirements.  Responsible for preparation, internal reviews and filing of reports and permit applications to regulatory agencies.  Responsible for coordinating environmental contractors work supporting environmental permitting of projects.  The successful candidate should have experience in environmental permitting and compliance in the natural gas industry.

Job Duties:
Obtain environmental permits and clearances from the Army Corps of Engineers, EPA, state departments of environment, and local agencies; obtain environmental clearances from US Fish and Wildlife Service, State Historic Preservation Offices, and state divisions of natural resources;
Support NEPA analyses to meet FERC requirements.
Provide support to project engineering to incorporate environmental compliance requirements in the development and completion of construction projects. Provide technical reviews of permit applications and studies and support negotiation to ensure timely issuance of permits with favorable conditions, including water resources, and environmental constructions permits, wetlands delineation, E&S requirements, T&E species, and archaeological studies. Support field construction management to comply with permit requirements.
Coordinate, schedule and track environmental aspects of capital and operations and maintenance (O&M) projects and permits to meet deadlines and to minimize environmental impacts.
Support resolution of potential environmental compliance issues with FERC and federal, state, and local environmental agencies.
Support, facilitate and participate in agency meetings and inspections.
Coordinate with operations during permitting to ensure permits meet needs of operations and permits are successfully transitioned to construction teams and to operations.
Coordinate scope of work/RFP’s for environmental contractors to support environmental studies and permit work. Track costs & schedule for environmental components of projects.
Communicate project status to Environmental Management and Engineering on a routine basis.
Must have excellent project management skills, capable of managing multiple projects simultaneously, and be able to perform with minimal supervision and direction.
Strong negotiating and persuasive skills.
Experience with natural gas transmission industry.
Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities.
Proven ability to develop complex environmental applications and secure requisite environmental permits.
Ability to work and develop rapport with all levels of management and staff.
Ability to effectively represent the project and the company and the project in public forums.
Ability to manage multiple priorities. Considerable work experience in project management, environmental regulatory and permitting programs, relevant technologies, and in the assigned project areas.
Experience in project development, management of environmental study preparation, and technical evaluation of environmental issues associated with development and construction projects.

Job Qualifications
The successful candidate must have the following experience:
5+ years of experience developing and obtaining environmental permits and clearances for capital construction projects, preferably with direct experience in permitting and compliance programs in the natural gas industry for both FERC and non-FERC projects and linear natural gas construction projects. Includes experience with permit application development, agency negotiations, NEPA process, and pipeline routing studies and alternative analyses.
Proven ability to manage environmental requirements for projects, manage consultants, secure requisite environmental permits and approvals, and prepare environmental compliance plans.
Proven ability to diplomatically and assertively handle challenging situations with regulatory agencies, the public, or company personnel.
Proven team building skills, communication skills, writing skills and facilitation skills.
Ability to work effectively with a variety of people internal and external to the organization in a collaborative fashion.
Proven ability to work in a geographically diverse team environment.
Must hold a valid driver’s license and be able to operate a company vehicle for the purpose of travelling to company sites and meetings.

Education Required
BS or MS in Physical Science, Environmental Science, Engineering, or similar discipline.
