Anchor QEA, an environmental science and engineering consulting firm, is seeking a full-time environmental planner in either its Bellingham, Washington or Portland, Oregon offices.
We are seeking an employee with a background in planning along with biological or ecological research to perform environmental review work for riverine, coastal, wetland and/or transportation projects. Specific responsibilities include: analysis of project environmental impacts and mitigation measures for projects; generating and coordinating the production of environmental assessment documents in compliance with SEPA and/or NEPA; ; preparing environmental permit applications for federal, state and local regulatory agencies; interfacing with clients and the public; and participating in proposals for new work. The position may also require some travel to participate in public meetings or site visits.
The Environmental Planner will have 1 to 3 years of experience supporting or conducting regulatory and biological, ecological, or similar research; developing and reviewing project plans, status reports, and deliverables; assisting in preparing permit applications and other technical documents; and QA/QC and reviewing documents. The successful candidate will have demonstrated familiarity and/or experience with many or all of the following permitting processes: US Army Corps of Engineers Section 10 and 404 permits, WDFW Hydraulic Project Approvals, Dept. of Ecology NPDES, Section 401 water quality certifications and CZMA certifications, Dept. of Natural Resources Aquatic Use Authorizations and Forest Practices permits, city and county Shoreline Substantial Development Permits, zoning and critical areas compliance, and an understanding of SEPA and NEPA. Familiarity with both NEPA and State of Oregon permitting and regulatory authorities including DSL, DEQ, and state and local agencies in Oregon will also demonstrate suitable familiarity with applicable permitting processes. Bachelor’s degree in a related field is required, Masters preferred. Strong writing and effective verbal communication skills are required, and a writing sample shall be included as part of the interview process. The ability to adapt to changing priorities, work in teams, and to work independently are all a must.
