Job Description

Staunton District is seeking a qualified individual to provide environmental guidance, assistance, and technical expertise for maintenance activities in Augusta, Rockingham, and Page counties to ensure those activities are in compliance with environmental laws, rules, regulations, and best management practices. Serves as a liaison between the Harrisonburg Residency and District Environmental staff. Provides technical guidance for avoiding, minimizing, and mitigating environmental impacts. Identifies and delineates jurisdictional streams and wetlands, and determines if water quality permits are needed for maintenance activities. Monitors maintenance activities for compliance with environmental regulations. Provides training on environmental regulations and updates on regulatory changes to Residency staff. Provides guidance on the environmental impacts of proposed excess material disposal sites. Performs computer database reviews and searches for threatened and endangered species, tracks projects, and maintains electronic files. Performs all job related activities in a safe manner.

Minimum Qualifications
Experience in the application of environmental requirements to transportation or similar operations. Considerable knowledge of federal, state and local transportation and environmental rules, regulations, policies and practices. Considerable experience with highway maintenance operations. Experience reading highway engineering plans. Experience providing environmental training. Experience planning and overseeing environmentally compliant operations and activities, as well as working with others to develop an environmental ethic. Experience in wetland delineation and permitting. Training and experience in construction inspection, asbestos safety awareness and hazardous communications.Valid driver’s license. Must have DEQ Inspector Certification or must obtain it within 12 months of hire.

Preferred Qualifications
Progressively responsible experience managing projects in the transportation engineering and construction industry. Knowledge of Section 404 of the Clean Water Act, 1987 COE Wetland Delineation Manual, wetland ecology and management.

Special Requirements
Valid Driver’s License is required at time of hire. Fingerprint based background check, references, work history, and DMV records check will be conducted. All employees are required to work in emergency situations, to include weekends, holidays, and outside normal work hours; assignments may vary based on business needs.
