Job Description

The Department of Environmental Quality, Office of Air Data Analysis and Planning, is seeking a qualified applicant to coordinate the source control programs of the agency, and specifically to coordinate the vehicle emissions and inspection (IM) program.

Duties for this position will involve the management of contracts regarding the IM program and coordinating with all internal and external groups involved to maintain program effectiveness and efficiency. This position will also work to improve and expand the on-road remote sensing programs for both clean screening and high emitter identification purposes. This position will work with DEQ policy and regulatory staff to develop and legislation and regulations needed to revise and improve the program. This position will assist agency management on the various technical and policy issues relating to mobile source control programs, and interact with specific stakeholders and the public regarding these programs. This position will also be responsible for tracking and reporting on the effectiveness of the IM program. Serves as staff expert on motor vehicle control programs, and vehicle inspection and maintenance programs and technologies.

Minimum Qualifications
The successful candidate should be able to demonstrate knowledge and experience of motor vehicles and related air pollution control equipment. Ability to manage multiple contracts and technical projects. Additionally, the successful candidate must have the knowledge and experience in vehicle emissions inspection and maintenance programs and technologies. Knowledge of mobile source control programs, regulations, and strategies. Experience in mobile control program development, benefits estimation and evaluation techniques and tools. Demonstrate the ability to work with stakeholder groups, consultants and citizens to accomplish desired objectives. Ability to analyze regulatory and legislative proposals and provide recommendations to management. Strong general and specialized computer skills, including database applications, Microsoft Outlook, and the Microsoft Office suite, as well as report development, general interpersonal interaction, organization, analysis, and problem solving skills. Must demonstrate effective writing and public speaking skills and abilities to develop and communicate program information. Ability to act as a liaison to work with diverse groups on matters related to the IM program and other mobile source control measures.
Preferred QualificationsA degree from an accredited college or university with major coursework in engineering / chemistry/ environmental or related sciences is preferred.
